From November, export duties on sunflower seeds will begin to operate in Kazakhstan
Since November this year in Kazakhstan, duties on the export of sunflower seeds will begin to operate. This decision was made following a meeting held on October 18 in Astana at the NCE Atameken, headed by Deputy Prime Minister of the Republic of Kazakhstan Serik Zhumangarin and with the participation of representatives of the Ministry of Trade and Integration, the Ministry of Agriculture, and agricultural industry associations.
“At this event, the issue of imposing export duties on the export of sunflower seeds was touched upon again, which was discussed not so long ago, on October 5, at a meeting of the interdepartmental commission, as a result of which the introduction of export duties on the export of sunflower seeds from the country was considered,” said the Chairman of the Board National Association of Oilseed Processors of Kazakhstan (NAPMK) Yadykar Ibragimov.
As the expert noted, during the meeting it was decided to introduce an export duty mechanism for the export of sunflower seeds in the amount of 20% of the cost of raw materials in November of this year. Also, interested industry associations were invited to take part in the development of an algorithm for calculating the cost of oilseed, based on which a 20% duty will be charged.
“Neighboring Russia still has a 50% export duty on the export of sunflower seeds in the amount of at least $320, despite the record oilseed harvest this season. This partly makes it possible to make Russia one of the largest producers and exporters of sunflower oil, I note, not raw materials. Therefore, it is very important to correctly calculate the minimum amount of the duty in foreign currency, otherwise we will start selling not only our own, but also Russian sunflower, and this is quite risky. In the event of an overflow of Russian raw materials, there are fears that the Russian authorities will limit their market to us, by analogy with wheat in March 2022. Then we all witnessed how prices for flour, bread, etc. rose, ”Y. Ibragimov noted.
He also added that NAPMK, addressing the authorities, puts forward the initiative to conclude a memorandum with the relevant ministries on not raising prices for a socially significant product during the current year.
“Our association includes most of the oil refineries in the republic and therefore we are putting forward this initiative. The pricing of sunflower oil depends on the cost of raw materials. Therefore, it depends on the further actions or inactions of the Ministry of Agriculture, how we will see the future price tag on store shelves. In the case of a prompt study of this issue (until oilseeds have been taken out), we are ready to sign a memorandum on not raising prices for sunflower oil,” Y. Ibragimov summed up.
